Does this exist? Proxy Checker that pulls in a list via txt file from url?

So I have several tools that are pulling in and scanning for good proxies from a bunch of leech sites. The good list of proxies then gets saved to one of my website hosts. I'm now looking for a GOOD proxy checker that can then pull that same proxy text file down from my web host, check that list, and then kill/save any of the remaining good proxies found to be still active. What program can I use for that?

first of all be aware that using LEECHED proxies isnt that great this is
because if your LEECHING proxies with a url leecher or such, anyone
else can also be leeching the same proxies and testing them at the
same time you are - this is why public LEECHED proxies die so fast.
just a tip.

best way to get fresh public proxies that cant be leeched is by using
a port scanner. this involves scanning ip address blocks for unlisted
proxies, yes there still public, but port scanned proxies can not be
leeched, leeched means to take them from a url being already posted

leeched = to take something already posted by another user
