Does this count for Duplicate Content?

So there is a main government website and the page has a lot of facts.

Now if I create a true/false quiz on every statement in the article, will this be seen as duplicate content? So basically every statement is used, but in quiz format, so it's not like copying the whole article.

It depends on how you do it.

Lots of "journalism" these days is just stuff copied really well from official sources.

The White House says some news about subject A, 99% of political journalists and pundits simply copy that and spin it around live on TV....

Most people just copy the article and provide link to original source im sure google has changed there view on duplicate content.

I don't want to link to the original source because I want to out rank it for specific keywords. The official source is not SEO friendly at all.

make sure the content passes copyscape, that should be enough. I don't think Google cares that much

I think this all depends on the "authority" of you site you have in Google eyes.

That is why if you copy something on your small blog you can get banned, but some huge sites can copy PR like crazy and even get ranked for that sh*t.

Well, it's either you pass or not I would suggest doing a slight rewrite of the statements. Just to be safe.

Yes or no, you might need to rewording some words. So you'll not competing with them from SEO side.
