Does this count as a different ip

I heard somewhere that the backlinks will only be counted if they are on different domains.
So let us say if I have an ISP who can provide me ip's like this
    let us say for example
    ab.cd.ef.gh
    ab.cd.ty.ui
    ab.cd.op.kl
    etc.
I mean whenever I connect to internet I will check in whatismyip and the first 2 parts are same and the last two will differ.(In this way I will just bypass the download waiting times of most the servers but that's a different story:D)
So if I create blogs on each of these ips and each will be having links to my moneysite then do you think that these will be considered as unique ips and these backlinks are counted??

You seem to be describing two different things.

Your ISP (the company that provides your internet connection) uses dynamic IPs that change when you log in.

However the blogs IP is where it is hosted, not the ip you use to create it. To make blogs on different IPs you need a hosting provider that gives you multiple IPs, usually a few $ each per month.

@m3onz I have heard somewhere that the ip from which the blog is created is taken as the ip of the blog!!! So even if i have some 100s of blogger blogs pointing to my money site they won't be counted as backlinks???

I think you are confusing things.
Blogger (or any other free blog provider) will log what IP YOU have when making the blog, so its advisable to use different IPs as you currently do.
However every single blogger blog has the same IP address, so all the links from blogger will have the same IP.

On the plus side though, IP diversity is not as important as you seem to think. Sure you need multiple ip backilinks, but a few from the same ip in not the same as just 1.

If you want to create multiple free blogs for backlinks use lots of different providers, eg
    blogger
    wordpress
    weebly
    etc
