does the website server location have any impact in seo.i want to rank my site in googles country specific search engine and host my website to some other country server.does it can effect website ranking in local search engine
 
Not directly. If the site will be slow (due to remote location), your bounce rate will increase, and you'll go down in SERPs.
 
It isnt depend on location. Main factors : ping (delay) + overall quality of connection (1mpbs,10mpbs,100mbps,1gbps) for high load traffic
 
For local SEO... I say yes. I haven't tested lately, but about a year ago I used a Canadian hosting company that was fantastic but my sites took a lot more work to rank. i switched to a USA hosting company and things got easier.

Again, this is for local (e.g. Atlanta plumbers)... for what it's worth.
 
Locally, I couldn't imagine it having much to do with anything. As far as load time goes YES. It could hurt you. You get what you pay for.
