Does The rel=”noopener noreferrer” Tag Affect SEO?

Those two tags have no effect to the status of the link in Google's eyes. 'noopener' tells the browser to open the link in a new tab/window, 'noreferrer' tells the browser not to add a referer header to the subsequent http request.
 
From my experience have huge effect because show on GEC as direct and anonymous traffic and according that the actions which is important for SEO flow from links.

No, at least no evidence it does affect your SEO. These are basically instructions for the browser.
