Does the MCC account matter?

I have agency adwords account that I am running nutra.

my accounts are good, but my agency is not able to create MCC manager accounts to hold my accounts.

Does it matter if I just buy off some PVA accounts here and use them as MCC to hold my legitimate spending agency accounts?

Although it shouldn't hurt but I would advise against doing that since adwords always seek providing benefits to agencies with quality over quantity.
