Does the layout of a page affect Google Bot Crawlability

One on the left has it content on a single tab while on the right has three tab with content. So can Google bot read all the content in different tabs

if you can right click and view the source, and do CRTL+F (find) for the part you want, and its there, then google can find it. Thats what you are serving google. Things inside elements are still there just hidden.
 
Layouts have impact on crawlability, Make sure to use clear layout with proper internal linking
