does the ip effect your followers on instagram?

I know on TikTok if you use a non-usa proxy, it won't give you USA users until it goes viral/does well.

Has anyone noticed that they get more followers in a certain area when they do for example a Los Angeles(usa) proxy? I am getting mixed results based off my test so far.

Exact data for that is really hard to come by without an appropriate methodology. Broadly speaking though, there might be some merit in setting up specific states depending on user traffic. Regardless, you'll need a lot more data to be certain so hopefully more people have made similar observations too.

creating the account with the certain location or running it too? So far it seems like creating is the only thing that matters.

Only when creating the account. A lot of agencies who manage accounts are in 3rd world countries.

When you're getting started with any network, it would promote your content to people in your niche/around your area/around your followers to test if it's good enough.
The IP could play an important role when it's suggesting content to people in your area.

But after it identifies your content type, niche and the kind of people that like your content, the IP might not matter much as creators travel a lot of places.

Yes, your IP has effect on your followers on Instagram, but it is not as strict as TikTok.
