Technically, internal linking, if done right, should increase the total authority of the domain but the formula is not so simple anymore.
Though you asked your question in the Black Hat SEO section, the answer to your question is both yes and no.
If we were to "leak" the total authority of the page on to an external URL, in this case your T1 site, you should have only one outbound link and that is the one on your T1 site. However, in such a setup, you are ideally sucking the authority out of your T2 site. Over many iterations, that T2 site will pass no SEO juice to the T1 site.
That's where we come to the next point. Which link do you think matters more? The one from a healthy site with a good amount of traffic or the one from an unhealthy one that hardly gets any traffic? If you are like me, you would choose the former.
It makes more sense to make your T2 site as healthy as your T1 site or even your money site.
Guess what, just buying a post from a PBN service and plugging in a bunch of links does not work that well, at least in the competitive niches. Only the right links from healthy sites work. Go for that, my man. The results will be slower but worth it in the long term. (Or you can buy $1,000 link from Forbes! That works too)
