Seems like penalized domain, There is no Google indexed page, So these domains does not bring you any value. Better you should leave these domains, Other wise your site will get the penalized, if any of your site linking to it.

You can check whether domains indexed on Google by following

Google it, info:www.yoursite.com

they are not penalized. Just dropped long time ago .

They definetely look shady to me, judging from archive.org:

Then, they don't have such a great backlink profile, second domain has some backlinks from cnn.com, but it also had some backlinks with chinese anchors (now deleted). I would suggest to avoid them, they won't do any good to your website, yet they could do something bad.

(However you are right, the fact that they are not indexed does not mean that they are penalized, they aren't indexed because they dropped long time ago)

They can hold value if they are in a niche that has demand and if they are aged with good quality backlinks.

Those domain names don't have a good link profile by mere looking at them and I would think twice before registering them.

Instead of buying dropped domains, buy expiring domains. They are more expensive but you'll find many high quality expiring domains than dropped ones.

What purpose were you hoping to use them for? BHW users use domains for a number of different reason.
