Does the AdWords Country matter?

Hi, My business didn't pass the review is banned by my the local Adwords department in my country. Is it possible that when I create a (for instance) US AdWords account, that it will pass the review?

It depends on what you are selling. Chances are if you got banned in another country, you will definitely get banned in the U.S. If you are selling something that is against their policies, it probably won't matter which country you are advertising in.
