Does targetted scrapped lists work with B2C/Ecom stores (NOT EU)

Not worth the hassle in EU. If you are suppliers may be find other way to contact them.

Yes i understand that it won't work in EU but what about US or other regions.

I'm not legal expert but I don't see why not. If you're not allowed to do something in 1 region but can do it in another region.
