Does targeting exact keyword in Tier one content boost its effect ?

When creating contextual backlinks do you use content that targets the exact keyword or is it okay to use content on any topic related to the keyword.

Lets say for example my main keyword is wooden chair reviews. Should my content be written on wooden chair reviews or is it okay to use general content on chairs.

Mainly asking this for tier 1 links. What is your take one it ?

It can be effective to target the exact (Main keywords) but don't over optimise, use LSI keywords and other variations to keep it looking natural.

if my keywords is "wooden chair reviews" then i will create articles about chair. as long as it is close to the topic.

Just use long tails with the exact keyword.
