I blasted my website with facebook like/share, pinterest, google plus/share, tweet/retweet, etc and see no ranking change. does these social signals still affect ranking?
 
Social signals have never really impacted rankings directly. Maybe G+ does a bit but others don't.
 
I dunno, a couple years ago I had great success with FB and Twitter backlinks. That has passed however, but I still do it for promotion's sake. I think Google is even tightening down the old G+ loopholes as well. So you can do them, but they cannot rank along anymore (nothing can anymore).
 
Social Signals may help you to increase your site traffic but not the authority and not PR...
 
I will say that social signals with real engagement do wonders for local SEO and G + is a must for localized rankings. When I build an authority site I like to make it look as organic as possible and social signals help shape that look.

Social signals works once upon a time, But they are now really sucks, I have used one fiverr gig regularly but now my website already low in ranking :(
 
There is totally 216 sources for ranking improvement that G follows. Social shares hold top most position. Obviously, social shares are still important one that improves the traffic and visibility of the site. That will help partially in ranking but not completely. So we cant tell that social shares doesn't work anymore. PR is not much important than traffic. There is no use in increasing PR without traffic.
 
Social Signals are used mainly as Tier 2-3 links to gain more authority to your following Tiers. As well as It will work with as direct signals if you use it correctly without going for blasts.
 
Imo Pinterest and G+ might help your rankings as Google actually counts Pinterest pins and G+ recommendations as backlinks, but others don't.
 
I think they compliment your SEO strategy, would be the best way to put it.
