yes, it can. bitly in particular does show up in google search console backlink report. not sure how beneficial it could be. i would say it does not hurt. also throw tinyurl and bit.do in your mix, same with owly
 
Yes, it can be useful but it acts like a 301 redirect. I would suggest using that for social media promotions.

Yes, they are considered as backlinks. But they don't pass much link juice or authority. However, they can rank in search results if you use keywords and have backlinks to them.
 
When they encounter a shortened link, they'll treat it just like a standard 301 redirect. As a result, you can use a URL shortener when building backlinks.
 
i mostly use these shortened links at my social pages. It works like a redirect link.
