So I've recently watched Looplines guide from 2013 on scraping competitor backlinks

I have a list of about 5k competitor company urls that I've scraped using the yellow pages plugin on Scrapebox, and I want to extract their backlinks, filter them by high page rank, low external link count, and post to them myself.
A couple of questions
1) Does this actually make any difference in 2024?
- Ive seen websites in this niche ranking higher than mine on google with 0 DR and less than 10 spammy backlinks according to Ahrefs
- If I have higher quality backlinks, assuming all the on page metrics are good will this actually improve my rank in local search results or is this a waste of time?
2) Should I point these links at my money site (tier 1) or my buffer site (tier 2)?
- Should I be 301 redirecting another domain with the competitor scraped backlink anchor text pointing at my 2nd tier, or is it OK to point them at my main site if the backlinks are coming from high DR pages with low outbound links?
