Does registrant backlink effect work like ip effect

You all probably know that when you try to get lots of backlinks from the same ip address it doesn't count them all, just the first couple ones. Is this the same with obscure registrants? If I were to get lots of backlinks from obscure registrant registered domains would their effect somehow be limited after some time or would I just receive a penalty?

Using Different registrar is better if you are trying to build network. Don't do all links with the same registrar!
