The best thing to do is you sign up to proxy offering services websites and filter out good proxies that you can use for ebay and paypal. Incase a proxy dies, lets say after some days or weeks you can usually replace it with another proxy from the same geo. Luckily they're not even remotely the only residential provider out there.The one thing you need to keep in mind though, is proxy places don't really sort the IPs by ISP. So they might have say 1000 IPs online, but maybe 50-100 of them are from data centers. That's pretty normal for most places, they're not targeting the data center IPs, but it's inevitable that you'll have some sneak into your pool. That would still leave about ~90% of them as ISP that aren't marked as data center proxies. I can recommend some good providers, but I would need a cuople of other parameters for what you're lookin for, like how many do you need per day, do you need country level targeting, etc. You can shoot me a PM if you don't want to explain or type all that here.
