Does pyramid link-building work?

What is the the right way of doing it?
Matt diggity recently claimed that google checks 2 level deep for each backink.
So money site is level 0, web 2.0 is your level 1 and then level 2 is where your pyramid or tiered linking starts. So this gives aways the game of tiered linkbuilding.
After that he suggested to buy guest posts instead. So I am taking this with a thick grain of salt.
But can anyone confirm the claim, is that even possible?

Moment can I cerate a separate website with my own domain for this instead of using a web2.0 site ?
I think have a website with your own domain is better for indexing then these web2.0 sites.....
Also domain is different and content is different but related to your main money site.
