As google mentioned that they have removed the PR Updates. SO, does that means that Pr doesn't have any value now ?
Is it good to buy a Pr domain or not ?
What's your thoughts ?

Relying solely on PR when buying domain is stupid. But it is an indicator that domain may have some potential.
After PR you should look at other metrics like PA, DA, TF, CF. And these are also just indicators that domain MAY have some potential.
At the end of the day nothing beats checking backlink profile manually.

PR is nearly useless anymore. You may be able to sell someone on it still. But through domain authority, page authority, trust factor, and domain age, you will out weigh PR by a landslide.

Seems like too many backlinks for that many referring domains... Again, it all depends. Where do backlinks come from? What's the anchor text ratio? Take a look at backlinks for yourself. Do they look like spam? Shouldn't be that hard to notice if it was spammed or not.

Checked the backlinks profile seems legit to me the anchor text ratio is good and backlinks are coming from good authority websites

What good authority websites?

That amount of backlinks can only be justified if former website got popular on tumblr (just an example) and got a good amount of shares there. Other than that I don't see how a legit website could have that kind of reff domains/backlinks ratio.

Don't take this for granted, this is only my opinion. Let's see what others have to say.

That domain looks like it could have been spammed.

Put some content up and see if it gets index, if not its useless.

we know from a late Matt Cutt's statement:

"PageRank while critical, it`s a standout amongst the most essential out of 200 signs that we have, is still one of just 200 signs that we use in positioning."

Pagerank is the general calculation of Google which positions a site on the premise of its back connections. The PageRank and the aggregate number of connections influence the quantity of pages of a site that get listed by Google. So fundamentally in the event that you need more pages to get into the record you need to expand your PageRank. Additionally you have to guarantee that your connection structure is such so you sufficiently pass PageRank to the imperative pages of your site and have them filed.

The PageRank and the aggregate number of connections influence the quantity of pages of a site that get listed by Google.
Indeed the principle component of designating a Pagerank to any website page is the quantity of locales connecting to the page and their own particular Pagerank esteem. This can likewise be taken as a prevalently challenge between high intrigue locales.

Hence, PR has ots own values and impo, which can surely help you in effective and efficienT manner. Therefore, It's preferable to buy expired domain and start earning through guest posting, link building etc. . .

Always I trust DA, PA & TF, CF. Well currently I'm looking Spam Score through Moz. :)

Spam score -/17 what does this mean

Pretty sure google is still using PR as a ranking factor. They just have decided to not share PR publically for blackhatters to use.
