Does Penguin Penalize the domain or the URL?

As the title says? Did the update penalize your particular pages or your whole domain in general?
 
Google Usually Penalize Whole Domain.
 
That is interesting, because in my case my homepage - It was supposed to rank for the same KW as my inner page is out of the serps from #3 and my inner pages are starting to rank instead #40-50. They have no links however, so I am very confused.

Also do you get a message in GWT about spam after penguin hit?
 
No previous Penguin iterations have penalized at page level NOT domain level. In fact Penguin 1.0 ONLY effected homepages (which nobody realized until they told us when they launched 2.0).
 
Could this mean that they are targeting homepages again?
 
That's interesting! Gonna check my projects, I haven't mentioned anything like that
 
I've not noticed any drops in my domains or pages but for other people it can effect both. To some degree Google sees pages almost as separate websites. Hence the term PAGERANK. It is a per page thing. Although of course PR can and usually does carry to linked pages.

If you want to rank well now content is king. Make content that people want. It can be hard but nothing worth having in life is free. ;)
