Does penalty pass in migration?

My logic is when we redirect a domain to other Domain there is a hike in ranking and its metric changes. in the same way when a domain with Penalty may also pass the same.
that is the reason when selecting Expired domains we do check for all the metric including there indexing and Backlinking

Ok and what about the Migration
Migration via search console goes with 301 redirect
So if you migrate from a domain that got penalized to one that is not you have to make 301
p.s. In my first post, I tried to say that by doing migration you will get sanctions on the new domain as well. Sorry for the misunderstanding, my fault. Gladly guys on the forum know English better then me

If u use 301 redirects the penalty will pass.
