I've seen many people ranking shittiest content on top results by using only pbns.

some do, some don't, nothing new.
PBN is just 1 element in ranking.
but it does not seem recent updates were specifically targeting PBN.

PBNs still work. You may either need to put some work into your on-page structure and site structure or change PBN provider.

PBN still works and one of the best strategies since the beginnng of SEO.
If you want PBN to work for you follow these guidelines:
1. Don't buy the ones you see on Fiverr or been sold here as they are grossly abused or setup
by amateurs.
2. Go for only authority domains and not cheap ones.
3. Stay clear off SEO hosting, they are dead giveaway.
4. Relevance
5. Original content
6. Don't abuse your PBN or get involved with abused ones.

- I manage my own PBNs.
- I never use cheap SEO hosts. My hosting are all premium.
- Its difficult to purchase relevant domains so I purchase decent domains instead
- I have a copywriter writing original content. He's from India and the content is not exactly great but is original and not plagiarised.
- I never use Fiverr.
With the above strategies, I dont understand why I can slip from first page to none.

Its either the anchors or footprint in the way you link to your money website then.

Most of the time, the OP is led to believe that he has built for himself the best PBN
and don't see any reason why it should fail.
The frequent reason is attributed to the quality of the domain and how they are setup
and linked to their money site.

- I have 30+ keywords and I interchange it between each domain.
- One hosting would interchange between the keywords.
For example "Apple" "Apple America" "America Apple" - This is only an example but you get the gist.
I would have the keyword Apple appearing 4x MAX in only one hosting.
- One hosting have MAX 15 sites or less.
- I make sure the plugins are different on the sites.
- The domains are from a trusted seller that ive been using. TF > 15 LRD > 20 MIN

sounds like you have quite a large footprint. 15 sites on 1 host? All domains bought from the same seller.
check search console for a penalty and get ready to disavow some links. if you want to build another PBN, you'll have to invest more to keep it hidden. are you doing other link building? relying solely on a PBN is a bit of a giveaway.

Pbn do still works. But there are many factors that comes in to play like keywordsf difficulty, on page seo and all of the about Backlink profile, pbn alone can not alone help you rank.
