Does PayPal verify your passport?

Ive never ran into that situation before. What exactly were you doing to get that verification?

Passport or any document that you submit to PayPal is only used for identity verification.
They're not government agencies and don't have access to international foreign affairs registry to cross-check the originality of the document.
You're safe to submit the fake passport as long as it looks legit.

How do you know that? There are services that you can pay X amount and they verify your PayPal with fake details and from their reviews it works.
The might share data with the UK/USA gov but I doubt with Greece or any 2n/3rd world country

they do not legal access to passport database, if it look legit then you go through the identification. I submit fake one before and still working fine

For sure they cannot check the accuracy of the data. Only law enforcement/security and judicial agencies have access to that info.
When registering with Airbnb and many other sites they ask you to send a photo or a scan of your ID, it usually gets verified in less than a minute. I'm sure there is an initial AI test to check for signs of digital photo manipulation. However, I always wonder if there are cases where a person does the final check, or maybe they do that for specific sample not everyone.... I'm really curious.

paypal use more advanced software and could track everything, they just need to confirm the name only , first their bots cheek automatically the document you provided if there something ugly like not professional on editing then they review it manually, but upon user account activity they consider the well photoshoper, if your current account balance are not more than 500$ don't worry they will give you another chance,
