will paypal limit a new account that is being used on a website that earlier used a paypal account that got limited because of reasons not related to that website.

Yes, In most cases yes, 70 percent if you are receiving a lot of orders. If you have documents you will have no problems. If your previous account is limited because of fraud or selling replica you will get your money after 180 days. If used after 6 months after the account is limited your new account will be safer.

I was not selling replicas but ebay thinks I was and hence paypal thought the same and I am fighting it out in every way I can. But meanwhile I want to run my business on my own website and want to use a new paypal. I can give all documents that are required but if they link the new paypal account based on it being used on the same website as the old account, then I cannot do anything, can I

It's a 50/50 in my opinion. Since your using a new PP for your website it won't be a big issue. But eventually PP will find the connection to your old PP and request more info. or limit you to validate more info. It's hard to give you a 'definite' answer and only time will tell how it works out. Good luck!
