Does Paypal Ban IP?

So, I have been limited indefinitely for some bullshit ebay scammer that scammed me and claimed I was doing fraud and got my everything fucked.

I was wondering If paypal Bans IP's / blocks them? How could I tell?

Im just going to use my dads information SSN/ID/Bills to make an account but link my credit card and bank acct. ( they are literally brand new about 2 weeks old never been linked to any paypal ever )

Could this work out for me? I also got a brand new laptop that has never had a paypal acct on it.
