Does paying for visitors improve your SEO???

I was looking at purchasing traffic from a service providor here at BHW and in their sales pitch it mentions that their service improves Alexa rankings (of course) and most importantly SEO.

Is this true and if so how??

well don't quote me on this more visitors to your site will most likely bring down your alexa rank which could possibly improve your SERPS however it really depends on the traffic if they are on your page for a few seconds and leave without clicking anything you'll have a high bounce rate ......which may tell google your website isn't doing its job
