Does owner's account quality affect the pages?

I have an aged account on fb but it has several community violations and I have never posted anything on it for over a year (just use it to browse groups and stuff).
Should I create my fb page from this account or should I make a fresh account for that?
Will the account violations affect my page reach and stuff?

Maybe but unlikely.

I heard that account reputation in Google Play affected the positioning of future app posted in that store

May this also happen on FB? Who knows. I'm not even sure that this even affects Google Play, I think is 90% an urban legend.

I would also like to hear others insights.

Well for sure such questions can be answered only by people, who are working in such platforms as fb, anyone outside of them can't answer it.
But I would like to add that: Since fb itself says something like " if you VERIFY your business account , then you will have better results bla bla bla" . In few words since there is even a difference between verified and no-verified business facebook account, then I would say that there are extremely high chances that the quality of your account counts as well. Maybe not by a lot , but still...

It seems to me that Facebook takes into account the "conscience" of your page and will check to see if it is correct to promote the product of a user who has previously violated any rules.
