It would depend on hosting to hosting.
But hosting a licensing server on shared hosting is never a good idea. During down times, it could create a conflict for your users or even prevent new licenses from being issued, thereby costing you a sale.
You're better off setting up a dedicated licensing server on a DigitalOcean droplet. An Ubuntu droplet with a Lamp environment would give you a nice dedicated environment for your licenses. You can even turn on backups for the server. And have full control on modules like curl or fsock.
namecheap has every imaginable extension turned on, their shared hosting even provides SSH, it's almost like having a dedi. I've moved tens of client sites to a single namecheap pro plan.
Yeah I praise namecheap often in my posts and NO I'm not affiliated at all, it's just good service, good support and cheap prices which I appreciate.
I can change my mind in the future, as I have with many hosting cos in the past, but for now NC is fine.
