Do you mean like posting on Huffington Post and websites like that?

If so, yes it is useful. If your post ends up on the front of the website chances are a lot of people will click through your link. If not, you'll still have a link through to your site for SEO purposes.

You mean sites like blogger, livejournal and wordpress? If yes, the answer is yes even lower impact than before. The more commercial site is - better lol.
