No they will never help get suggested, they can only hurt suggested since the views come from people who don't watch similar videos to yours, so often you will be suggested on non related, foreign channels which will hurt your click through in suggested and stop you ever getting suggested.
Furthermore, for search ranking, you can rank naturally. The biggest factor is click through and retention. Buying views won't help with the click through so don't help much with ranking. Instead invest more time in your videos, making them clickable and make the audience want to watch throughm
