Does high DA profile links affect Seo if its a new website?

they're good for diversification purposes, but I wouldn't bother with them yet. Better to start off link building with strong backlinks and later on add more types of backlinks - for diversification purposes like I said - when you have 100s of them and are ranking on 1st page

They don't help new sites and Google won't give them any value as many automated tools can easily create them. You should build contextual links from high authority sites to improve your ranking.

That is correct. But in most cases that is close to impossible to get the link from the desired places, because of the price or other reasons.
That's why other sites are important.
The main idea is to measure amount of daily backlinks and not to complete to many on daily basis.
