Does high CPC mean low competition keywords?

If a keyword has high CPC, does that mean it has low SEO competition or is it the opposite?

As I understand, the competition you see in Google Keywords AdWords Tool is from advertiser point of view i.e. as an advertiser you will face this competition which is mentioned against they keyword. But what about SEO competition? I know there are various websites that show SEO competition against keywords but what if we only have CPC and search volume. Based only on CPC, can we say if a keyword is high competition or low?
 
CPC and seo competiton is not 100% related. Mostly high CPC = high competition in serps, but you can probably find some long tail keywords with medium to high cpc and low competition in serps.
Alot searches a month + high cpc = you can be pretty sure seo competition is high.
 
It used to be possible to somehow rely on CPC and PPC competition to assess a keyword from SEO point of view (at least to some degree), but advertisers switch to automated bidding and broad match types, meaning that some of the keywords in the keyword planner are artificially more expensive and more competitive.
