No Google doesn't uses keyword meta tags as ranking factor. Other search engines uses it only when there is no other ranking factors in your page. If you like to use keyword meta tags don't abuse it, it will give you negative results.

No. Google does sell a Google Search gadget, and that product has the power to match meta tags, which could include the keywords meta tag

Google does not consider keyword meta tags anymore. Concentrate on meta title and description.
