Does Google Translate pages?

    I'm going to invest near 100$ on my website.
    I thought maybe it's a good idea to buy some backlinks. here in my country backlinks on page rank 4-5 website are near 4$ a month on every page of that website (Blogroll).

    1. Is it a good idea to buy these kind of backlinks?
    2. Does Google translate those pages so it knows my website is relevant to the content on that page?

    Google will indeed know these pages are not relevant to your site, assuming they are not. This has become more clear with panda and penguin. However, buying a few of those high pr backlinks will not hurt. Spend a portion of your budget on links such as those, another portion on fiverr gigs that focus on facebook twitter and google plus 1 sharing. Be creative and try to not to spend all of it in one specific place. And when you have run out of cash, spend your time building unique blogs that are relevant to your site and place diversified anchors in them. Then tier link build like its your day job. All of that together should increase your ranking and get you farther up on your search term given some time.
