YES

Very likely yes. They track IP number on desktop to detect suspicious logins. IP numbers would be less effective on a mobile device so it makes more sense to use the IMEI.

If a 3rd party developer called android.telephony.TelephonyManager.getDeviceId() to get this I believe the user would get asked for permissions - however Google is not a 3rd party when it comes to android.

edit: Talking about the gmail app more so than gmail.com via browser. Firefox to gmail.com I cant see how they could get anything else but your IP address.

They track and save tons of stuff. Whether they use it or not you can test and find out.

Can Google get that info from your phone? Yes.

As a general rule I always assume that any information that Google can get they do get.

Is Google using that info at this time? Hard to know one way or the other but if they are not doing so now Google will likely do so in the future.

The only thing that stops Google from using all the information that it gathers is processing power and as that continues to get cheaper Google will be able to use more info. Because of this I NEVER use any Google related service for any SEO or link building activities. A bit paranoid maybe but why take a chance when you do not have to.
