So I found a niche where I will be promoting CPA offers and will set up my site soon. But what kind of site should I use? A blog? A content manager? Does Google behave differently to blogs and content management sites or does it treat them the same?

    short answer - yes
long answer - they recognize every thing you do either good or bad big brother is watching you
if you have no content - just pictures - you will most like have no seo value

    Home Page:
While I would love to be as optimistic as keith , I would differ in opinion.

Google does not like Wordpress because it is wordpress, a blogging tool and it has the Wordpress tag associated with it. It loves Wordpress for the way wordpress is easily traversible by google. The same for any other Content Management Systems. As long as google can traverse it reasonably well, and google is informed of content updations ( through pings) , I would say that it doesnt care whether its a content site or a blog

The difference between a content site and a Blog is generally the amount of content and the relative growth in it. Blogs generally tend to be well updated and more content intensive which is why google loves it as they say " content is king"

So Spanic, the question you should be asking yourself is what do u need?? A blog or a Content Management System and your needs should decide your choice there.

Just my 2 cent worth !
