does google keywords planner double count?

What I mean is, if I type "beef" 50 times into google for one month....Does that count as 50 or as 1?

Same question for SEMrush, moz and other keyword tools

If anyone would like to share, that'd be awesome!

It will count 50. Because the keyword research tools check for the average number of times for which that particular keyword is researched.
 
It will count as 50 but I do believe there's some kind of limit to the amount of counts for instance I don't think they will add +50 when you search for a keyword 50 times within an hour from the same IP or something :)
 
You know, I tried this with some brand keywords a couple of years ago just to sate my own curiosity. The data in the GKP never changed, which led me to rather hastily assume that they count it based on unique hits. Then again, I admit that this test wasn't very thorough to begin with.

Google also tells you a bit about how it works on their FAQ page. There are some important bits of information in there to consider.

Average monthly searches ("Avg. monthly searches"): The average number of times people have searched for a keyword and its close variants based on the targeting settings and date range you've selected. By default, we average the number of searches for the term over a 12-month period.
Your search volume statistics are rounded. This means that when you get keyword ideas for multiple locations, the search volumes might not add up as you'd expect.
I'm not really sure about the 3rd party tools. If I recall correctly, some of them pull the data using the Google Adwords API.

It will be counted by if the particular keyword searched by unique visitors.
