Does Google consider SEO to be spam?

I read that Google frowns on anyone who attempts to manipulate search engines to increase their ranking in organic search results (whether its getting backlinks or changing your site's content so the search engines favor it more than the visitors). But it seems as if Google frowns on most things this day anyway haha.

They probably do, but they have built an industry around seo and actively manage it via mr cutts, they also get tips from the community that makes the results better, without seo people google would still be full of adsense sites and crap directory sites

Should Google discount a website with quality content that is relative to users interest just because they also happen to use underhanded SEO tactics? Or do you just expect Google to search every result by hand? Either way, your post makes no sense when you think in terms of what Googles job is. They can't just go blacklisting every website which uses blackhat seo methods.

Offpage SEO (link building) is just the same. It helps Googles spiders find more pages to your site and index them, and it also helps them understand your content better based on the content of the site which is linking to you.
