Does Google Bowling still work in 2019

I'm seeing some weird backlinks in my logs, and it made me wonder if Google Bowling is still a thing, and if I need to worry about it?

Google bowling is when one of your competitors (or someone that dislikes you) creates backlinks to your site with the intent of dropping your rankings, or having google ban you outright. Worst case scenario would be someone setting up a full GSA campaign to create 50K+ Viagra links to your page, when your site is about bookkeeping, etc. The links are garbage, and google thinks you are gaming them and then drops your site of the index.
