I had an account that was suspended by google adwords (site broke adwords policy), and when I made another account, that account was also suspended and it was for a different website entirely(which didn't break adwords policy). The only thing that was the same was the credit card used.

use virtual credit card numbers
login to your online bank account, they should have it in there somewhere... google doesn't fyk around
