I just saw moded apk website who use Google AdSense to monetize their traffic. Does this allowed with AdSense?

I've seen it on all sorts of warez websites. Not sure how long will it last though.

Of course they do, BUT make it look like "reviewing" website WITHOUT LINKs , add your ToS / Privacy / About us / Hamburger policy pages.
Once approved .. publish your links

You can use the ad on any site, but only up to a point.
