Does Geotargeting affect my Backlinks from other regions…

Just a very quick question for all you seasoned 'Black Hatters'-

If I GeoTarget my website for the United Kingdom using Google?s Webmaster Tools, would this affect my Backlinks coming in from other regions like the USA or Russia?

In other words would Google think it strange that I am based in the United Kingdom and have Backlinks originating from the USA or Russia?
