Does G have ranking delay algorithm.

While I was surfing Ahref analyzing one of my competitive BLs, I found some of his BLs are dated back to 2019,
The niche I competed on is kinda wide and too competitive, everyone trying to dominate it no matter how.
So if I become patient and wait for my site ranking after e.g. year or too, is that considerable strategy.

nope! You can wait all you want and you still won't rank if you don't keep adding content ad building links.

Waiting only works for easy niches where once the sandbox is over you just start ranking out of the blue and without any input from you as it's happened to one of my sites at the start of this year. But that niche (crafts & hobbies) had been pretty easy, there were only 2 or 3 true competitors (that were actively trying to rank their site), the other spots on page 1 were taken by non-affiliate sites, so I was able to rank with only 8 pages of content and some free backlinks that I've built 1.5 years prior to this.

But I could have not achieved this (as a matter of fact, I didn't) in a way tougher niche (pregnancy) where I used an expired domain and had more content and I've blasted that site with low quality PBNs and 2 years later it would still not rank. So, it really comes down to how tough the niche (and the keywords, obviously) is, so waiting does nothing IMO
