Does forum platform has an impact on forum rankings on Google? Or can a forum hosted on free platform still beat a forum on paid platform if the content and engagement is better on former.
 
The CMS itself won't make any difference, it's what you can do with the CMS,
It can impact the website's overall performance, UX, structure, SEO tags, schemas, etc... these can make difference for the website on-page
 
Google’s more interested in the content quality, user engagement, and how well it’s addressing search intent
 
Yes, the forum platform itself has a minor impact on ranking but what really matter is the content quality, user engagement and SEO practices. a forum on a free platform can effeminately rank if it has a better content, active discussions and optimisations. Final words, engagement and valuable content are the key factors for the ranking.
 
If you do this right it can help but very outdated and I cant see it doing much. Your better off focusing on on page search intent and getting links from quality blogs.

Google likes metrics. That means traffic and engagement. Paid or free doesn't matter.
