When a domain expires and then you register it but lets say the domain age was 7 would it have better advantage if you used as tier 1 or not at all?

Domain Age always Matter.. But Not only a Aged Domain is Good for your Tier One.. You need to check the Other Metrics and Link Profile before you use it for your Tier One...

Domain age is very important factor and it is always matter.

Domain age is important but it should be ralated to your domain and it would be great if there are only natural links instead of thousand spammy ones. Otherwise it will hurt your site more than benefit.

In terms of expired domains, age does not matter...if you were buying a domain before it expired then yes. Once the domain expires and you register it, the age resets itself in the registry. It will not retain that age in the whois lookup any longer and will only show the new date the domain was registered.

You have to check the link profile before buying expired domains. You could be buying something that has been spammed to the moon. As for the DA being 7, if it has already expired, it will reset to the day you purchase it.

Domain age carry overs only if it is renewed before getting expired. Check the Backlink data of the particular site and see if it is good or not.
Then decide whether to purchase it or not.

As others have stated, aged is good but you also want to be looking at the different stats of the domains such as Moz and Majestic stats, social shares and PR (to a lesser extent these days but still valid). Also check if the domain is still indexed, if it is that is great.
