So if an offer has banners that are for use and they match the offers landing page I would still need to use my own landing page to buy Bing PPC traffic?

This is OK. I just talked to a Bing rep and they allow MaxBounty links to be used in their text ads. they just want to make sure that it meets their editorial guidelines. and you can send them the link and they will review it to let you know if everything is OK. if it is OK. you are good to go with a direct link.
If it is no OK, than you would need to get an exception or create your own LP that would meet it.
BTW:
those guys answer chat fast, I lost the connection and they called my phone. pretty quick customer service.
