does ctr on youtube video ads affect how often ad is shown?

I am wondering 2 things:

for video ads you run on other people's youtube videos in google adwords, whats a average / good ctr?

also the same for sponsored ads on youtube.

also if the ctr is low will that reduce youtube show your ad in front of other people's ads?

I am wondering if there is an algorithm that says person A ad has a 1% ctr, prson B ad has a .2% ctr, even though they bet the same we will show person A ad first
