Think about the opposite, a site with no comments. Looks dead and unpopular.

more interaction more the chance to rank
check some articles has no value but rank because the required content is at comments section

After I read the article I usually have a look at the comments for insights. Sometimes a comment adds a lot to what was said in the article.
