No, the cloaking technique is no longer functional since Google's 2024 update. Google's algorithms have gotten advance in detecting and punishing sites that utilize cloaking, therefore using it in affiliate marketing may result in instant penalty rather than quick results.

It works and will work for a long time. It's just that the method how cloaking is achieved without Google noticing is the cat & mouse game we play.

As long as google algo is using the bots for user-agent and declaring their IPs publicly when crawling the pages, it technically should work,
Just make sure you're cloacking the page with a backend function/method, avoid using js,
But, you might easily get caught by quality raters
